Former EPA Administrator Gary D. McCutchen’s most recent Advanced New Source Review Workshop Outline and all referenced documents, including the entire array of US EPA policy documents relating to the PSD and NSR, is the core of NSRonline. NSRonline hyperlinks to all referenced documents in a user-friendly format. This web-based portal contains more than 1,170 documents and 17,200 pages of policy documents and related materials issued since 1974.

Gary D. McCutchen is a Principal with RTP Environmental Associates, Inc. Mr. McCutchen specializes in air pollution permitting, training, strategy development and resolution of issues, including compliance and enforcement actions. He has over 30 years of experience in the air pollution field, including over four years as Chief of Colorado's Engineering Unit (which was responsible for processing some 400 air pollution permit applications per year) and six years as Chief of EPA’s New Source Review Section, which was responsible for implementing the federal prevention of significant deterioration (PSD) and nonattainment area major new source review (NSR) programs. Mr. McCutchen is a registered Professional Engineer (P.E.) in North Carolina, South Carolina, Florida, and Iowa; a Qualified Environmental Professional (QEP); and a Board Certified Environmental Engineer (BCEE) of the American Academy of Environmental Engineers.
